rural subdivision in city of qunite west

This project involves the proposed development of a rural residential subdivision in the City of Quinte West, Ontario. The development includes a new public road, residential lots, and a combined stormwater management and fire suppression facility, with convenient access to major transportation routes.


ZEL was retained to prepare the Stormwater Management Report in support of the Draft Plan of Subdivision application. In alignment with the City of Quinte West and Conservation Authority guidelines, ZEL developed an innovative and environmentally sensitive stormwater strategy tailored to the rural context of the site.


Project Highlights:

  • Roadside ditches, characteristic of rural road cross-sections, were utilized as dual-purpose features for stormwater quantity and quality control, reducing the required footprint for the stormwater management facility.
  • Driveway culverts were designed to act as flow regulators (orifices) to optimize use of the upstream ditch for peak flow attenuation.
  • Low Impact Development (LID) measures were incorporated along the ditch bottom to achieve enhanced water quality protection.
  • The roadside ditch system was also designated as an emergency overflow route, minimizing impacts to adjacent properties.
  • Hydrologic modeling using Visual OTTHYMO (VO) was conducted to assess pre- and post-development runoff conditions and to determine required storage volumes.
  • A combined stormwater management and fire suppression facility was designed without increasing the overall block size, maximizing land use efficiency.
  • Water balance analysis was performed using the Thornthwaite monthly soil moisture balance method, supporting sustainable recharge objectives.
